外僑居留證（ARC）相當於國際學生在臺灣的臨時身分證，是在臺合法居留的重要證明文件。請務必妥善保管，並隨時注意居留證的有效期限。

The Alien Resident Certificate (ARC) serves as a temporary identification card for international students in Taiwan and is an important document proving legal residence. Please keep your ARC safe and always check its expiration date.

持居留簽證入境臺灣，或於臺灣境內取得居留簽證者，應於 入境次日或居留簽證核發次日起30日內， 透過內政部移民署線上申辦及發證系統申請外僑居留證（ARC）。

Students entering Taiwan with a resident visa or obtaining a resident visa while in Taiwan must apply for an ARC through the National Immigration Agency (NIA) online application system within 30 days from the day following their entry into Taiwan or the issuance of their resident visa, as applicable.

一、簡介 / I. Introduction

內政部移民署提供經核准來臺就學之香港及澳門學生線上申辦服務。學生入境並完成學校報到註冊後，可依規定申請臺灣地區居留入出境證、居留延期及資料異動。

The National Immigration Agency (NIA) provides online application services for students from Hong Kong and Macao who have been approved to study in Taiwan. After entering Taiwan and completing school registration, students may apply for a Taiwan Area Resident Entry and Exit Permit, an extension of residence, or changes to their personal information.

二、適用對象 / II. Eligibility

符合《香港澳門居民進入臺灣地區及居留定居許可辦法》第16條第1項第7款前段規定，經核准來臺就學之香港及澳門學生。

Students from Hong Kong and Macao who have been approved to study in Taiwan and meet the requirements under Article 16, Paragraph 1, Subparagraph 7 of the Regulations Governing the Entry, Residence, and Settlement of Hong Kong and Macao Residents in Taiwan.

三、申請項目 / III. Application Types

1. 初次申請：港澳生入境臺灣並完成學校報到註冊後，應於有效停留期間內，透過線上系統申請臺灣地區居留入出境證。

1. Initial Application: After entering Taiwan and completing school registration, students must apply for a Taiwan Area Resident Entry and Exit Permit online during their authorized period of stay.

2. 居留延期：已取得居留入出境證之學生，如因修業需要延長居留，應於 居留期限屆滿前1個月內 線上提出延期申請。

2. Extension of Residence: Students who need to extend their residence to continue their studies should submit an online extension application within one month before their residence permit expires.

3. 資料異動：如居留入出境證上的資料有錯誤或異動，應透過線上系統提出更正或異動申請。

3. Information Changes: If any information on the permit is incorrect or has changed, students should submit an online application for correction or amendment.

四、申請進度查詢 / IV. Application Status Inquiry

1. 案件進度查詢：完成線上申請並成功送出後，取得12碼數字之「收件號」，即可至系統「進度查詢」中的「案件進度查詢」功能，查看案件審理狀態。

1. Application Status: After successfully submitting an online application, students will receive a 12-digit application reference number. This number can be used to check the application status through the system's status inquiry function.

2. 優先處理事項：取得收件號後，可至系統「優先處理事項」功能頁面，查看各申辦項目的案件處理情況。

2. Priority Items: Students may also use the system's priority items section to review application updates and matters requiring attention.

五、線上繳費 / V. Online Payment

線上申請案件經移民署審查核可後，請於 10個工作天內 繳納證件費用。

Once the application has been approved by the NIA, students should pay the required fee within 10 working days.

繳費方式：系統提供國際信用卡、網路ATM、虛擬帳號、e-Bill全國繳費網及四大超商等多元繳費方式。

Payment Methods: Available payment methods include international credit cards, online ATM, virtual bank accounts, e-Bill payment services, and major convenience stores.

信用卡限制：國際信用卡僅支援JCB、VISA及MasterCard，不支援中國銀聯卡及美國運通卡。

Credit Card Restrictions: JCB, VISA, and MasterCard are accepted for international credit card payments. China UnionPay and American Express are not supported.

注意事項：超商繳費約需2至3個工作天入帳，款項入帳後始完成繳費。 繳費完成後不予退費。

Important Notice: Convenience store payments may take approximately 2–3 working days to be processed. Payment is considered complete once the funds are received. Payments are non-refundable.

六、電子收據下載 / VI. Electronic Receipt Download

居留入出境證申請或延期案件經移民署審查核准，且完成線上繳費後（資料錯誤或異動更正無須繳費），系統將自動寄發居留入出境證IC卡待製證通知電子郵件。

Once the application or extension has been approved and payment has been completed (no payment is required for information corrections or amendments), the system will automatically send an email notification regarding the processing of the resident permit IC card.

收到通知後，請登入線上申辦系統，至 「下載專區」→「收據下載」 取得電子收據檔案。

After receiving the notification, log in to the online application system and select "Download Section" → "Receipt Download" to obtain the electronic receipt.
